From Implementation to Capitalisation: Achievements, Lessons, and the Road Ahead

The Health for All Project (HAP) has entered an important stage: capitalisation—a strategic process aimed at transforming the experience and knowledge generated over more than a decade of interventions into sustainable value for Albania’s health system. After 11 years of implementation, this phase marks a clear shift from delivering activities towards analysing results, engaging in critical reflection, and shaping future directions.

ACTIVITIES

On 26 March 2026, a consultative meeting on the Practical Manual for Social Workers in Primary Health Care was held to present the draft manual and gather feedback from field practitioners, with the aim of improving its content and ensuring its practical applicability.

As part of efforts to strengthen primary healthcare services and home-based care, the HAP Project has successfully completed the distribution of 98 IT units (89 laptops and 9 desktop computers) to 76 Health Centres across 17 Local Units of Health Care (LUHCs).

The two-day training sessions on building capacity for monitoring the implementation of treatment protocols for five Non-Communicable Diseases have successfully concluded in Vlorë, Shkodër, and Kurbin, with the participation of 37 healthcare professionals from the Local Units of Health Care and from the managerial teams of 11 health centres.

Arben Xhuveli is a family physician and Director of the Novoselë Health Centre in Vlora, which serves approximately 15,500 people. We talked with him about his experience as a facilitator in establishing and operationalising the Health Centre’s Peer Groups and their impact on the staff’s daily clinical practice.

HAP Holds First Capitalisation Activity: Collaboration with Universities for the Development of Human Resources in PHC

On 25 March 2026, the Health for All Project (HAP) held its first activity of the capitalisation stage bringing together a broad range of stakeholders from the health and academic sectors. Discussions were guided by key questions relevant to the capitalisation phase such as what has worked in practice and why; where the gaps and challenges lie; and how the quality, accessibility, and sustainability of these interventions can be improved.

HAP Participates in WHO International Conference on Integrating Mental Health Services into PHC

On 25–26 February 2026, the WHO Regional Office for Europe brought together over 1,500 experts from across Europe to discuss the integration of mental health services into primary health care. The HAP project was represented by Dr Besim Nuri, who presented Albania’s experience and the project’s contribution to this important reform process.
