Subject: IAGR Announcement of New Trustees

Dear members!

In reference to the IAGR Board’s call for nominations where the IAGR Board of Trustees announced five available positions. By nomination deadline, Friday August 30, the IAGR Secretary had received five nominations. The Secretary confirms that all nominees, proposers and seconders are financial members, as required by the by-laws.

As the number of nominees is equal to or fewer than the number of vacancies, the nominees are automatically confirmed as Board of Trustee members as of October 2 (Election date, ref. call for nomination). An election period will therefore not be necessary. Reuben Mabutho Zwane from the Eastern Cape Gambling Board has also been nominated for a second term.

The service term for the new Trustees will commence effective at the Jamaica Annual General Meeting. Their service term will conclude at the Annual General Meeting in Fall 2022.

Chief Executive Office
Victorian Commission for Gambling and Liquor Regulation

Catherine has been the Chief Executive Officer of the Victorian Commission for Gambling and Liquor Regulation in Victoria, Australia for over five years. She has an extensive background in communication, regulation, education, strategic planning and client services within the public and private sectors. She holds a Bachelor of Education and a Masters of Business Administration. During her period as CEO she has led extensive operational reform including the development of risk-based tools and decision making frameworks in both gambling licensing and compliance monitoring practice.



Caroline Kongwa
National Gambling Board, South Africa

Ms. Kongwa has demonstrated herself as a leader and role model within the industry through her proven track record and high level of achievement. Her good leadership skills at the National Gambling Board (NGB) are evident in the success she has achieved to date in evaluating the compliance monitoring of Provincial Licensing Authority (PlAs), their licensees and performance. Ms. Kongwa has played a critical role in delivering the vision of NGB of SA through her creative and meticulous leadership in NGB that has aligned key performance outcomes and projects outlined in strategic, annual performance and business plans to outcomes and expectations listed in the National Gambing Act (NGA) 7 of 2004. She has been involved in executing the mandate successfully to place NGB as the only thedd entity that achieved all its key performance targets in the financial year 2017 and achieving consecutive clean audits for four years running from previous under –achievement prior to her joining the NGB.

She has specifically guided the establishment, for the first time, of a self-funding model for NGB through the collection of monitoring fees from an improved National Central Electronic Monitoring System (NCEMS) that monitors all installed and active Limited Payout Machines (more than 11,500 ) in South Africa. Thus, contributing to job opportunities and generation of revenue.

Thulisizwe W. Johnson
CEO of Gambling Authority Botswana

Mr. Thulisizwe Johnson has a distinguished varied career in Financial Services, including having led the National Development Bank of Botswana, and Metropolitan Life Botswana. Mr. Johnson also has over 7 years’ experience as Managing Director of Barclays Bank of Botswana. He was the first employee of the Gambling Authority of Botswana, as its founding Chief Executive Officer in 2014, and was tasked with setting-up and crafting the strategic direction of the Authority. He has overseen the growth of the Authority to the current 53 employees and is currently leading the licensing of the first Botswana National Lottery.

He holds a Btech Degree in Town and Regional Planning, MA degree, MSc degree, MPA degree, Executive Programmes in Leadership and Gambling Regulation.

Vitus Evans
Betting Gaming and Lottery Commission - Jamaica

Vitus Evans joined the Betting Gaming and Lotteries Commission (BGLC) on May 1, 2017 with the mandate to merge the BGLC, the Jamaica Racing Commission (JRC) and the Casino Gaming Commission (CGC) into a single Gaming Commission that will enable a viable and reputable gaming and racing industry by balancing the interest of Providers, Consumers, the General Public and Government.

He is an Attorney-at-Law and was called to the Bar in the United Kingdom, Eastern Caribbean and Jamaica. He has his own Law Practice and Consultancy firm, Vitus Evans and Associates with business interests spread across agriculture, manufacturing and management consultancy services.

Recognized as a business and management leader in Jamaica with over three decades of experience in corporate governance and law, Vitus serves on multiple boards in the private and public sectors. He is the past President of the Jamaica Exporters Association (JEA) and he is currently St. Lucia’s Honourary Consul to Jamaica.

Karen Wells
Massachusetts Gaming Commission
(North America (Canada/U.S./Mexico) region)


Director of the Investigations and Enforcement Bureau (IEB) of the Massachusetts Gaming Commission (MGC) since January of 2013. As the first IEB Director of the newly formed agency, was responsible for developing protocols for Bureau operations on suitability investigations and regulatory compliance. Currently oversees Licensing Division, Financial Investigation Division, Gaming Agent Division, and State Police Gaming Enforcement Unit assigned to the Commission.

Prior to joining the MGC, served as Undersecretary for Law Enforcement at the Massachusetts Executive Office of Public Safety and Security, and as a Massachusetts Assistant Attorney General and an Assistant District Attorney at the Middlesex County District Attorney’s office.


 
We appreciate the willingness of these individuals to commit their time to lead IAGR over the next few years.  And I look forward to introducing them to our members at the 2019 Jamaica Conference!
