ABSTRACT: It is not enough for the innovative technologies, including CM&S, to comply with all the relevant regulatory requirements to be than adopted and deployed across the health systems. Adoption is possible when the healthcare providers and the health systems can afford its deployment at all the levels. Deciding whether investing in in silico research and developments (pre-commercial procurements) and/or in innovative in silico technologies (public procurement of innovations) require a clear understanding of what unmet needs the novel CM&S technologies are addressing and what potential impact is generated by addressing such needs. Value based risk & benefit sharing contracts can be of support to align industry efforts and health care procurers needs.


BIO: Rossana Alessandrello is Value Based Procurement Director at AQuAS
She is specialized in Bioengineering and certified in BA from the Manchester Business School. In her role, she supports the healthcare providers of the Catalan health system in identifying their unmet needs, in assessing the business cases supporting the relevant investments and in designing crossborder value based risks sharing public procurement tenders (pre commercial, PCP, or of innovation, PPI). She coordinated DECIPHER, the very first crossborder PCP in mHealth, she was AQuAS IP of INSPIRE, a coordinated support action aimed to evangelize public procurers, industry players, policy makers and investors on pre-commercial procurement/public procurement of innovation and she is now actively contributing to ANTI-SUPERBUGS pre-commercial procurement, RITMOCORE public procurement of innovation, PiPPi (https://pippi-platform.eu/ ), a community of practice around public procurement of innovation and led by the European University Hospital Alliance, oncNGS pre-commercial procurement and RaDAR PPI (DECIPHER, INSPIRE, ANTI-SUPERBUGS, RITMOCORE, PiPPi, oncNGS and RaADAR all received or are receiving EC funding). She coordinated UP-rAIHSe, novel Education Programme in innovation adoption targeting multidisciplinary teams of professionals from healthcare organizations and co-funded by EIT Health. She makes part of the academic team of iRaise Education Programme (https://www.iraise.eu/ ) (new brand name of UP-rAIHSe) coordinated by Universitat Politecnica de Valencia. She makes part of the Big Buyers Digital solutions in the healthcare sector working group. She makes part of the team who evaluates the proposal submitted to the Open Call for Innovation and the Impact programme from CIMTI (Centre per a la Integració de la Medicina i les Tecnologies Innovadores). She is a member of VPH Institute Board of Directors and In Silico World Advisory Board.
