CV17 stands for Central Vessel 17 also called Conception Vessel 17 and it is located in the center of the chest.

For females (and males) it is located in the center of the breast bone (sternum) on the line of your nipples at birth. (hence as aging your nipples may sag, fact of life, the point is along the line of where your nipples are at birth in the center of your chest)
