                                         There are several bills at various stages in the General Assembly which 
are on notice for hearings this week.  These include the proposal to 
create a "concealed only" permit which will cost the taxpayers about $1 
million per year and will rename the existing permit as an "enhanced" 
permit.  Significantly, the "amended" fiscal note dated March 2, 2019, is 
difficult to read but somewhat suggests that part of the costs for the 
new concealed permit may actually be offset to some extent by perhaps 
excessive revenues charged to existing permit holders.
  Several
 of these bills have already been amended to materially change what the 
initial bill proposed.  Several of these are still capable of amendments
 to significantly change what the proposed legislation would do.
