Event: Escalating Drone Threat

The Travel Advisory for Russia is at Level 4: Do Not Travel.

Due to Russia’s war with Ukraine, there is an ongoing and escalating threat of attacks from drones throughout Russia. Drone attacks and explosions have occurred in cities which are several hundred miles from the border with Ukraine, including Ufa, Omsk, Perm, and Yekaterinburg. Drone attacks have also reached regions including, but not limited to: Astrakhan, Belgorod, Bryansk, Kalmykia, Kaluga, Kostroma, Krasnodar Krai, Kursk, Leningrad, Lipetsk, Moscow, Novgorod, Oryol, Pskov, Rostov, Ryazan, Samara, Saratov, Smolensk, Stavropol Krai, Tambov, Tula, Tver, Vologda, Volgograd, Voronezh, and Yaroslavl. In an emergency, you should follow instructions from local Russian authorities and seek shelter.

The U.S. government has limited ability to help U.S. citizens in Russia, especially outside of Moscow. U.S. government personnel may face additional restrictions for personal and official travel to specific regions due to drone security concerns.

Major airports in Russia are subject to frequent closures due to security measures and airspace closures. Flights may be significantly delayed, cancelled, or diverted. We strongly advise that U.S. citizens avoid travel to Russia consistent with the Department’s standing Level 4 Travel Advisory (Do Not Travel). Those who travel should monitor information about airport and airline operations.

In the event of a drone sighting, move away immediately and seek cover if necessary. Do not approach, touch, or photograph drones, drone debris, or objects dropped by drones. Do not take photos or videos of energy infrastructure or military hardware. Russian law prohibits sharing or publishing photos or videos depicting the aftermath of drone attacks including images of unmanned aerial vehicles (UAV) or UAV parts. Violating this law may result in a fine or imprisonment.

U.S. citizens currently in Russia should leave immediately. U.S. citizens planning travel to Russia are again strongly advised not to travel to Russia. More information on the State Department’s Level 4 Travel Advisory (Do Not Travel) can be found on travel.state.gov .

Actions to Take:

• Have a plan to depart in an emergency that does not depend on U.S. government help.

• Do not take photos or videos of UAVs or the remains or aftermath of drone strikes.

• Follow Russian law and instructions from Russian law enforcement in the case of attacks or sightings.

• Monitor local media for updates. Be prepared to adjust your plans.

• Enroll in the Smart Traveler Enrollment Program (STEP ) to receive security updates.
