4. Acclaimed national speakers lined up for MPA Leadership In-Service Series
The Metropolitan Principal’s Academy (MPA) offers an opportunity for school and district leaders to engage in thoughtful reflection with leading national researchers and practitioners.
Leaders are key to the success of safe, productive learning environments. New state statute defines principal competencies and sets expectations for successful leaders.

The 2013-2014 MPA Leadership In-Service Series  supports action to achieve effective leadership practices.

Rob Mancabelli
(pictured below) will lead off the series addressing the challenges with technology integration and how to measure the impact on student achievement. In this remarkable presentation, Mancabelli outlines key goals that every school district should have for technology programs and explains why technology today is at the heart of learning.

Communications consultant, Kitty Porterfield, contends that communication between the school and parents-and between the school district  and
the community-creates a climate of trust and respect in which teachers can teach and students can learn.

She shares expertise and practical ideas to maintain good communication that builds a team. That team surrounds and supports student success.

Porterfield also provides strategies to handle difficult situations and real life challenges.
Back by popular demand, Timothy Kanold returns in January to focus on strategies to lead and develop a highly relational school culture. Kanold will connect these relational strategies to creating and supporting a high energy workforce.

Mike Ford and Stephen Uebbing explore three fluid leadership stages of survival, creation and legacy. They will examine strategies to move beyond survival to create deep change and a culture of commitment to deep learning.

MPA Collegial Groups connect!
Engage in collaborative learning experiences with principal colleagues across the metro area. MPA Collegial Groups will begin meeting soon. Join now!

Collegial Group members commit to monthly meetings beginning in October. Professional colleagues meet to network and interact with discussions relative to current issues. Each group determines meeting dates, location and topic agendas. Group members can add important ideas to their leadership knowledge base while focusing thinking on what matters most. Take advantage of this unique opportunity to interact with colleagues across metro districts.

Currently active groups encompass all levels including elementary principals, middle school principals/ assistant principals, high school principals/ assistant principals, and assistant superintendents and curriculum directors. Find a great group for you!

9. 2013 WEM Outstanding Honorees
The WEM Outstanding Educator Awards Program was created in 1998 by the WEM Foundation in support of teachers and their important role in helping all students achieve academically.

The Program seeks to bring recognition to the "unsung heroes" who daily meet the challenges of teaching in a variety of settings. The Synergy and Leadership Exchange, in partnership with regional service cooperative members of The Minnesota Service Cooperatives (MSC), administers the award program on behalf of the WEM Foundation. Only licensed teachers and administrators from Minnesota public or non-public schools are eligible.

The awards recognize excellence and achievement in three categories:
Ethics in Education Award recognizes educators who exemplify ethical behavior for the teaching profession and promote ethical practices and development for their students through classroom activities or curriculum.
Teacher Achievement Award recognizes teachers who support, inspire and assist students to achieve despite barriers to learning.
Academic Challenge Coach Award recognizes coaches of student teams who participate and compete in academic challenge or enrichment programs endorsed by the Minnesota Academic League Council.

Both state and regional honorees are selected from each category. Regional honorees receive an unrestricted $1,500 gift, trophy and the opportunity to compete in the state competition the following year.

The following honorees from Region 11 were recognized at a meeting of the Metro ECSU Executive Committee on June 26, 2013:
Gretchen Sage-Martinson, Avalon School, St. Paul, Ethics in Education
Ulla Tervo-Desnick, Expo Elementary, St. Paul Public Schools, Teacher Achievement

Regional honoree, Jodi Prchal, Falcon Ridge Elementary, New Prague Area Schools, recipient of the Academic Challenge Coach Award, was unable to attend the meeting.

State honoree awards consist of an unrestricted $15,000 gift and a beautiful Crystal Apple Award. Two Region 9 state honorees were recognized at the Gathering of Champions at the Mall of America on August 6:
Deborah Krohn, Garlough Environmental Magnet School, West St. Paul- Mendota Heights-Eagan Schools, Ethics in Education
Teresa Trekell – Gideon Pond Elementary, Burnsville-Eagan-Savage Schools, Teacher Achievement

We congratulate all of the educators who received both regional and state awards for their excellence in and dedication to the field of education.

12. Julie Krohn, Regional Education Specialist, joins Metro ECSU team
Julie Krohn (pictured above) joined the Metro ECSU staff in August as a Regional Education Specialist. She has an undergraduate degree in elementary education from the University of Wisconsin River Falls and received her ESL licensure through Hamline University. She has completed coursework for a Masters degree in ESL at Hamline, but is still working on that paper!

Julie’s experience in education prior to coming to Metro ECSU includes experience as an elementary level teacher, high school EL teacher, district level EL coordinator and Wisconsin Service Cooperative EL Trainer.

Julie is providing the Metro ECSU region with her extensive professional development expertise in all topics linked to EL programming and service delivery, co-teaching, coaching and sheltered instruction and WIDA. She also brings experience in the areas of personalized learning, professional learning communities and data teams.

When not at work, Julie is busy with a household that includes her husband, Pete, son Kellen (4), daughter Halle (12), and dog, Kirra. In her brief moments of spare time, she enjoys reading, swimming, practicing yoga and spending time with her family.
We are thrilled to have Julie join our ECSU family!

13. Exploring WIDA & EL Standards
Now that Minnesota has been part of the WIDA Consortium (World Class Instructional Design & Assessment) for two years, districts have been expected to implement the five English Language Development (ELD) Standards.

Metro ECSU’s Center for English Language Learning (CELL) will be hosting a two-day regional workshop on October 23, 2013 and November 20, 2013 exploring the WIDA standards. The goal of this training is for teams of EL specialists, content experts, and administrators to begin planning a customized approach to overcoming the “language gap” that exists in our schools.

The first day of the training is an overview of WIDA, the standards, Performance Definitions and Can Do descriptors. The second day of the training includes deeper discussions of the Model Performance Indicators, formative language assessments and a chance to develop a standards implementation plan.

Metro ECSU's Center for English Language Learning (CELL) is also developing trainings that will help districts dig deeper into WIDA & ELD. Keep an eye on our website for additional regional trainings on Data Analysis, Academic Language and Formative Language Assessments.

1. Metro ECSU offers multiple opportunities to explore personalized learning
Opportunities include MPA Leadership In-Service session featuring Rob Manacabelli (pictured below) on October 9, 2013 and Beyond Pockets of Innovation, a Personalized Learning workshop facilitated by Dr. James Rickabaugh (Wisconsin CESA #1) on October 29, 2013.

Through its involvement in the Multi-State Personalized Learning Network, which includes sister education service agencies CESA #1, Milwaukee, WI and Grant Wood AEA, Cedar Rapids, IA, Metro ECSU will be able to provide a broader scope of opportunities to explore personalized learning. 2. SBC's Creativity Festivals are jam-packed with exciting, interactive sessions

SBC's Student Creativity Festivals provide the ideal STEAM (Science, Technology, Engineering, Arts, and Mathematics) experience for your students.

The Creativity Festival 5-7 (for 5th-7th graders) will take place on December 3, 4, 5, and 6, 2013 at the Science Museum of Minnesota. On their day of attendance, students will take part in three interactive sessions led by talented professionals in the arts, science and technical fields. Watercolor artist, Charlene Buescher (pictured above), will teach students how to create gorgeous landscapes with some simple techniques.

In addition to watercolor painting, Creativity Festival 5-7 session topics will include Beginning Mime, Google Sketch Up, Arctic Exploration, Graphic Novel Illustration, Intro. to Chemistry, Stepping, and Musical Theatre. Register

The Creativity Festival 3-4 (for 3rd and 4th graders) will take place on January 14 and 15, 2014 at Ted Mann Concert Hall/U of M.
Chicago Chalk Champ and Master Speed Chalk Artist Shaun Hays will delight students with his Chalk Rock opening performance as he swiftly turns a blank canvas into beautiful 3D chalk art (example pictured below). Shaun will also lead sessions where students learn firsthand how to create their own chalk art masterpiece.Other sessions will include: Aviation Challenge, Arctic Exploration, The Great Storytellers Workshop, Stepping, and Interstellar Water Quest. 3. Metro ECSU expands McREL Partnership with Balanced Leadership Program

Building on its capacity to support professional growth for principals and other school leaders, Metro ECSU will soon be offering training for McREL’s Balanced Leadership Principal Evaluation System

The Balanced Leadership program is based on McREL’s research on principals' leadership behaviors and practices that lead to increased student achievement as outlined in the book School Leadership That Works: From Research to Results.

Designed around the Balanced Leadership Framework, the evaluation criteria articulates a continuum of professional growth for principals that focuses on observable behaviors and practices to enhance their daily practice.

Two-day sessions organized by strands guide participants in choosing the right focus for school improvement efforts, effectively leading changes in schools, and transforming school culture into a “purposeful” community. The training supports McREL’s Balanced Leadership Principal Evaluation System by going deeper into each of these areas. Yet, the research and practice that comprises the content of each of the components support any school or district leader regardless of the evaluation system.

Here’s Help If You Are Working on Building Your District Teacher Evaluation Plan!             


On October 24, Metro ECSU will host MSBA/Education Minnesota Work Day: Building a Teacher Evaluation Plan from 9am to 3pm.
 

This training is geared to joint teams consisting of school district officials and local union teams. Education Minnesota and the Minnesota School Boards Association (MSBA) agree that teacher development and evaluation plans should be implemented with an eye toward efficiency and elimination of duplicated efforts.This session models those beliefs by providing hands-on and useful curriculum that can immediately be applied to efforts to reach agreement on a local plan.

Staff from both MSBA and Education Minnesota will serve as presenters for the training. Time will be provided for union and district teams to work on their local plan.

Due to space constraints, it is recommended that teams be limited to 8 or fewer participants.

6. Improve teacher observation with Rater Calibration Training

How does Rater Calibration differ from Inter-Rater Reliability?
Which is more important when evaluating and coaching teaching staff?

Inter-Rater Reliability measures the similarity between two or more sets of ratings. Whereas, Rater Calibration relies on inter-rater agreement which is the degree to which two or more evaluators with the same rating scale give the same rating to an observable situation.

How can school and district leaders come to agreement on demonstrated performance of their evaluation criteria?

½ Day Rater Calibration sessions focus on ways to:
  • Build capacity toward rater agreement on teacher evaluation,
  • Distinguish between the various levels of the performance scale,
  • Provide a rationale for ratings, and
  • Incorporate individual district or school evaluation rubrics.
Workshop activities will focus discussion on how the observed behaviors of teachers and students serve as evidence that can align to the rubrics. Peer coaches will also practice providing specific, non-evaluative feedback in role-play situations.

7. Region 11 IEIC launches Help Me Grow marketing campaign

Help Me Grow is the state’s child find initiative for young children, age birth to five, who have developmental delays and may be eligible for infant and toddler intervention or preschool special education.

The Region 11 Interagency Early Intervention Committee (IEIC) is funded by the Minnesota Department of Education to carry out interagency child find activities in the seven-county metro area.
 
The IEIC is working with a local marketing firm and launched a region-wide marketing campaign in July. The goal of the campaign is to inform parents, caregivers and service providers about developmental milestones in early childhood and encourage referrals of children with delayed development or certain conditions such as hearing impairment.

Join us on March 20, 2014 or during the week of May 27-30, 2014 to explore where hard-to-forget characters come from and try your hand at bringing your own characters to life!

Featuring keynote speaker, Geoff Herbach (pictured above), author of the Stupid Fast series, and hands-on breakout sessions led by published authors, illustrators, journalists, poets, and more, students in grades 4-8 will be challenged to take their writing to the next level. Continued...

10. Adolescent Literacy Summit a success!

The first annual Metro ECSU Adolescent Literacy Summit on June 19 and 20 brought together nearly 100 secondary educators that play a variety of roles in supporting student literacy—content area teachers, administrators, post-secondary researchers, special educators, teachers of ELL students and more. At the two-day event, participants explored the elements of high quality, research-based literacy instruction in secondary settings (grades 6-12).

All of those who attended the Summit were striving for the same outcome: a level of literacy that makes students college and career ready and able to contribute to the world around them. With the launch of the Common Core State Standards’ ELA requirements, educators are looking for strategies to support literacy across the curriculum. Almost all of the Summit sessions were presented by practitioners with direct experience in implementing literacy best practices with secondary students.


Keynote speaker, Dr. Jennifer Plucker, set the stage for the Summit with a presentation that summarized what is driving changes in what we call “quality instruction” and “literacy.” Multiple breakout sessions included topics like: strategic engagement, informational text, specific strategies for all learners to access core content, shifts in literacy instruction required for CCSS, and school wide programs for literacy success.

11. Roundtable discussion with guest from Azerbaijan
In April the MN Low Incidence Projects was in the fortunate position of being able to convene a roundtable discussion with guest speaker Mr. Murad Mammadov (pictured below, center) from Azerbaijan. Mr. Mammadov was visiting Minnesota for a number of weeks to learn more about our public schools, and in particular about special education services for children with special needs.
Mr. Mammadov is a monitoring and evaluation specialist in his home country, working for the Ministry of Education, Labor and Social Protection. He spent much of his time in Minnesota last spring working as an intern with Kim Kang, legislative specialist with the MN Council on Disability, and a member of our Statewide TBI Educational Network. Kim reached out to Deb Williamson, Statewide Traumatic Brain Injury & Physically Impaired Specialist, to set up a roundtable discussion, inviting educational representatives from the field of Physical/Health Disabilities (P/HD), Developmental Cognitive Disabilities (DCD), and Traumatic Brain Injury (TBI) to discuss topics ranging from evaluation, services, curriculum and public policy.

A group of 8 participants convened on April 30 and had a lively discussion on these and other related topics. Mr. Mammadov planned to take many of the ideas and resources he learned about at this meeting back to his home country, with the intention of developing an evaluation tool for Azerbaijan’s schools. It was a wonderful opportunity to share information about the many exceptional school services and supports for children with special needs that we are so lucky to have available in our great state of Minnesota!

Personalized Learning Continued

Why a regional network?
Regional networks have the capacity to forge dynamic partnerships that can respond to emerging challenges and opportunities and the capacity to translate ideas into action. Deliberately applying strategies to increase connectivity and leverage regional diversity creates synergy that enables people to translate ideas into action. Through collective self-interest – aligning and coordinating individual efforts to make a collective impact –regional networks allow isolated pockets of scalable and sustainable innovative education practices to move beyond a single classroom, building or district. Metro ECSU has been facilitating its own regional networks since the mid 1970s. Last December Metro ECSU became one of three founding members of the Tri- State Personalized Learning Action Network made up of sister education service agencies CESA #1, Milwaukee Wisconsin and Grant Wood AEA, Cedar Rapids Iowa. Since that time additional states have requested membership. As of July 2013 the name was changed to the Multi-State Personalized Learning Network.

Rob Mancabelli
– October 9, MPA Leadership In-Service Series session Designing and Implementing Systems for Global Learning Classrooms and Environments.

Mancabelli will focus on challenges in moving beyond the early adopters and getting everyone in your school to embrace a modern vision of learning. He’ll lead participants through five steps in the art and science of “change” and share concrete practices about how to build “21st Century schools”.

Included in the session will be what assumptions we need to rethink in order to build modern classrooms, and how to use techniques that engage everyone, not just a few, in the process. Registration is through the Metropolitan Principals Academy (MPA).

Rob Mancabelli has spent over a decade developing 21st-Century learning environments. He’s the co-author of Personal Learning Networks: Using the Power of Connections to Transform Education, and he writes a column for District Administration magazine.

Rob’s expertise comes from a deep background in education, planning, and leadership. He received his MBA from MIT and earned his international certification as a Project Management Professional (PMP). Rob worked in public and private schools for fifteen years, as a teacher and then technology director, directing dozens of large-scale projects that used technology to improve learning outcomes. He served on the state-level task force for New Jersey High School Redesign, and he was chosen by Apple as one of the first five K-12 content contributors to ITunes University. Rob serves on educational advisory boards for Dell Computer and Acer Corporation.

Beyond Pockets of Innovation: A Personalized Learning Design Workshop -- for district teams interested in working on a systems approach to innovation. This workshop will take place on October 29 and will be facilitated by Dr. James Rickabaugh. The workshop is based on a process developed by CESA #1 to design, implement, improve and replicate innovative learning strategies and models at multiple project sites.

Innovation Hot Spot Visits:
Network coordinated visits to sites in the metro area as well as Wisconsin. Date TBD.

Continued facilitated network opportunities
for district teams to share progress of transformation or personalized learning projects with each other. Dates TBD.

Metro ECSU held a preliminary meeting for the Personalized Learning Network in May of 2013. Participating districts represented a variety of entry points and levels of implementation in the area of student- centered learning.

14. TCF Bank offers free financial literacy program

TCF Bank is partnering with EverFi to sponsor the TCF Bank Financial Scholars Program. Thanks to support from TCF Bank, the learning course is available at no cost to schools in Metro ECSU’s membership area!

What are students learning about financial literacy? Martez is learning about the different ways to fund college. Alexis is calculating compound interest. Yassin just created a high-risk portfolio. Lanise now understands credit scores. 

What do these high school students have in common? They are all participating in the EverFi - Financial Literacy course using highly engaging computer simulations and other tools that resonate with today’s digital generation.

About the program
The TCF Bank Financial Scholars Program is a personalized, co-curricular resource that can stand alone, or work alongside exiting curriculum. The 10-module, 6-8 hour program is web-based and covers over 600 topics including banking, credit scores, insurance, credit cards, student loans, mortgages, taxes, stocks, savings, 401K’s and other critical financial concepts. 

The course is a turnkey resource for teachers—no programs to download or upload. It is also designed to provide meaningful student performance metrics to schools and has a deep base of education research and data to provide valuable insight into student learning in financial literacy.

McREL’s Standards Based Teacher Evaluation System is based on 40 years of research on effective teaching and professional practice, including McREL’s Classroom Instruction That Works and aligns closely with the Model Core Teaching Standards (InTASC). Growth oriented rubrics span a wide range of opportunities to guide all teachers in expanding their professional skills and practices.

McREL systems, supported by web-based software, will provide districts with principal and teacher evaluation tools that present the opportunity for districts to align either system with their own processes, policies, and practices.

Geoff Herbach's books have won the Cybils Award for best Young Adult (YA) novel, the Minnesota Book Award, have been selected for the Junior Library Guild, and have been listed in the year's best by the American Library Association, the American Booksellers Association, Booklist, and many state library associations. In the past, he’s written an adult novel, produced radio comedy shows and toured rock clubs telling weird stories. He has new YA titles coming out in 2014 and 2015. Geoff teaches creative writing at Minnesota State, Mankato. He lives in a log cabin with a tall wife.
