Subject: IAGR Announcement of New Trustees


Dear members!

In reference to the IAGR Board’s call for nominations where the IAGR Board of Trustees announced four available positions. By nomination deadline, Monday March 16, the IAGR Secretary had received three nominations. The Secretary confirms that all nominees, proposers and seconders are financial members, as required by the bylaws.

As the number of nominees is equal to or fewer than the number of vacancies, the nominees are automatically confirmed as members of the Board of Trustee as of April 20 (Election date, ref. call for nomination). An election period involving IAGR members will therefore not be necessary.

Following the IAGR bylaws, the new trustees will serve on the Board as of April 20 but their service term will take effect from the mid-year Board meeting held in conjunction with the North American Gaming Regulators Association Conference this June in Denver, Colorado, USA. Their service term will conclude at the Annual General Meeting in Fall, 2018. The bylaws allows for re-election.

Micheil Brodie

Currently the Chief Executive of the Independent Liquor and Gaming Authority, Mr Brodie has broad experience in the public sector, having worked in four jurisdictions and possessing significant expertise in leading complex regulators with broad ranging responsibilities. He has extensive experience in the gaming and liquor sector in both policy and operational leadership roles. He has substantial experience as a statutory decision-maker and was a member of the Northern Territory Licensing Commission and the Northern Territory Racing Commission.

Mr Brodie has a strong record of success in managing regulators in both licensing and compliance activity and has been responsible for schemes as diverse as: private security, gaming machines, casinos, prostitution, liquor and real estate. Mr Brodie has worked with industry at all levels from individual restaurant licensees to peak bodies and multi-national corporations. He has unique experience in negotiating and maintaining complex agreements for significant licences including casino’s, lotteries and wagering.

Mr Brodie has a master’s degree qualifications in business and public administration, has been a member of the Australian Institute of Management NT Council, the Advisory Board of the Australian Charities and Not-for-Profit Commission, is a long-term member of Gambling Research Australia and an Associate Fellow of the Australian Institute of Management.


Andral "Jack" Shirley

Jack Shirley is a seasoned corporate professional with extensive experience within the local and regional Financial Services Industry. He has served with pride and distinction, eventually rising to the position of Chief Executive Officer of three (3) Caribbean Commercial Banks and latterly, as the Executive Director of Jamaica's Betting Gaming and Lotteries Commission, since March 2013.

During his steady ascent to these senior executive positions, Mr. Shirley developed expertise in the key success factors that drive a regulated industry, including strategic and business planning, financial and human resource management and execution competencies. He has a full appreciation for the ethical and professional standards of leadership and conduct, and conforms to the rigours of good corporate governance which must accompany such senior appointments.

Mr. Shirley has held senior and executive memberships with several local and regional organizations, including the Trinidad and Tobago Bankers' Association, where he was a former Treasurer; the Caribbean Association of Indigenous Banks, where he was a Director; and the Jamaica Institute of Bankers, where he was a former Deputy Chairman. Arising from these appointments, he has developed special business and social relationships at the regional and local level. He continues to serve as a Director on several government boards in Jamaica, and is a recently appointed member of the International Association of Gaming Regulators' Membership Committee.

His credentials include executive management training from the Chartered Institute of Bankers (UK), the University of Illinois (USA), the University of the West Indies (Jamaica), the University of Cambridge, St John's College (UK) and the Manchester Business School (UK).

Beyond the business world, Mr. Shirley is a strong proponent of community service and channels his passion for helping others through membership with the Rotary Club of North St. Andrew, Jamaica, where he previously served as a Past President. He is married with three adult children.

Bruce Molnar
Vice Chairman

Bruce Molnar is an enrolled member of the federally recognized Pokagon Band of Potawatomi Indians of Indiana and Michigan.

Molnar was named as a Commissioner for the Pokagon Band Gaming Commission in September 2008 and currently serves as Vice Chairman on the three member tribal gaming commission with offices at New Buffalo, Michigan U.S.A.

Bruce served as a Trooper with the Indiana State Police before concluding an automotive career as a GM/Hyundai dealer principal. Molnar is a business development consultant and serves on the Board of Directors for his tribe’s Community Finance Development Institution (CDFI).

Bruce is a Certified Fraud Examiner and earned a Master’s degree in Management from Indiana Wesleyan University and his bachelor’s degree from Indiana University.

Molnar is a member of the Association of Certified Fraud Examiners, IAGA, IAGR, Institute of Internal Auditors, and the NTGC/R -National Tribal Gaming Commissioners and Regulators.

We appreciate the willingness of these individuals to commit their time to lead IAGR over the next few years.  And I look forward to introducing them to our members at the Lima 2015 conference in October!
