The IBM vs. Anthropic Debate Is Missing the Actual Scarce Resource

IBM and Anthropic are publicly disagreeing about whether COBOL modernization is a platform problem or a language problem, but both sides of that debate quietly assume the retiring engineers' institutional knowledge will still be around to validate the answer whenever the tooling question finally gets settled. Gartner — 2H26 CIO Report

Gartner's latest CIO report projects that AI-augmented tooling will go from under 20% of software modernization projects today to 90% by 2029, cutting modernization costs roughly 30% along the way, with 73% of organizations already planning to spend more.

Buried in the same report: 51% of CIOs name the AI skills gap as their single biggest challenge, and half say IT simply cannot keep pace with the rate of change.

We chose it because those findings sit uneasily beside each other — the tooling curve is steep, and the supply of people who can verify what the tooling produces is not climbing with it.
