Revenue Memorandum Circular (RMC) No. 039-2026, issued on April 23, 2026, clarifies that the filing of the 2025 Annual Income Tax Returns (AITR), the payment of taxes due, and the submission of required attachments through the Electronic Audited Financial Statement (eAFS) system are uniformly extended to May 15, 2026. This extension was issued in response to numerous taxpayer queries regarding the filing and submission process.

 

To provide further clarification, the following scenarios are outlined below:

3. BIR CIRCULARIZES BIR FORM 1701-MS IN THE LATEST eBIRFORMS PACKAGE V7.9.6

Revenue Memorandum Circular (RMC) No. 37-2026, issued on April 28, 2026, amends pertinent provisions of RMC No. 20-2026 dated March 16, 2026, to include electronic filing of BIR Form 1701-MS (Annual Income Tax Return for Individuals Classified as Micro and Small Taxpayers) through the BIR Offline eBIRForms Package v7.9.6., as follows:

4. BIR CIRCULARIZES THE LATEST EBIFORM PACKAGE 7.9.6

Revenue Memorandum Circular (RMC) No. 36-2026, issued on April 28, 2026, circularizes the availability of the Offline eBIRForms Package Version 7.9.6.0. The updated version includes the addition of BIR Form No. 1701-MS August 2024 (Annual Income Tax Return For Individuals Classified as MICRO or SMALL TAXPAYERS), new Alphanumeric Tax Codes (ATCs) in BIR Form No. 1601-EQ, an increase in the TIN branch code field length from three (3) to five (5) digits, updated tax rates for foreign currency deposits in BIR Form No. 1602Qv2018, and bug fixes for several tax forms.

5. BIR CLARIFIES THE DEADLINE FOR THE FILING OF REQUEST FOR RECONSIDERATION ON THE DENIED INPUT VAT OR EXCISE TAX REFUND UNDER CREATE MORE ACT

Revenue Memorandum Circular (RMC) No. 35-2026, issued on April 27, 2026, clarifies that when the deadline for filing a request for reconsideration of the full or partial denial of VAT or excise tax refund claims, or a Request for Reconsideration falls on a Friday, the filing deadline is moved to the next business day when National Office personnel are working on-site, in view of energy conservation protocols. It may be recalled that under Republic Act (R.A.) No. 12066, otherwise known as the CREATE MORE Act, the law has provided a mechanism to appeal the earlier denial of refund through a Request for Reconsideration.

6. BIR ANNOUNCES THE AVAILABILITY OF DIGITAL TIN THRU DICT EGOVPH MOBILE APP

Revenue Memorandum Circular (RMC) No. 034‑2026, issued on April 28, 2026, announces the availability of the BIR Digital TIN ID through the Department of Information and Communications Technology (DICT) eGovPH mobile app, effective April 24, 2026. The Digital TIN ID issued, either via the BIR’s Online Registration and Update System (ORUS) or through the eGovPH app, is recognized as a valid government‑issued ID, subject to applicable verification procedures.

7. BIR FURTHER CLARIFIES THE FILING & PAYMENT OF ESTATE TAX UNDER ESTATE TAX AMNESTY

Revenue Memorandum Circular (RMC) No. 033-2026, issued on April 27, 2026, clarifies key rules on the filing and payment of estate tax under the Estate Tax Amnesty. As clarified, there is no deadline for the submission of proof of estate settlement, and failure to submit such proof by June 16, 2025, does not invalidate the amnesty application, although it is still required for the issuance of the electronic Certificate Authorizing Registration (eCAR) for asset transfer.  

8. CDA EXTENDS THE DEADLINE FOR THE SUBMISSION OF FY 2025 REPORTS & VALIDITY OF CERTIFICATE OF COMPLIANCE

Memorandum Circular No. 2026-07, Series of 2026, issued on April 27, 2026, extends the deadline for the submission of required reports covering Fiscal Year 2025 operations up to May 31, 2026, without the imposition of penalty charges. In this connection, all Certificates of Compliance (COC) issued by the Cooperative Development Authority (CDA) that will expire on April 30, 2026, shall still be valid and subsisting until May 31, 2026.
