Global Commission on Drug Policy Recommends Decriminalization of Heroin, Cocaine

The Global Commission on Drug Policy wants to go beyond the legalization of marijuana and recommends the decriminalization and regulation of the use of most other illegal drugs such as heroin and cocaine.

The report, to be released on Tuesday, would justify the recommendation to the broken state of the international drug control system. It would push for government to have a wider elbow room to experiment with the regulation of drugs, except for the most deadly ones, reports The Wall Street Journal.

“We have to control drugs, which are out of control,” said former Brazilian President Fernando Henrique Cardoso. The commission is made up of 21 members who are mostly former heads of states or top national officials.

Wall Street sees Fed hike sooner: CNBC survey

Bears and doves are out and the bulls and hawks are in.

The CNBC Fed Survey for September, conducted from Thursday through Saturday, ahead of a potentially contentious Fed meeting this week, finds the Street more optimistic on both economic growth and stocks and moving up its timetable for an interest rate hike.

Respondents now see the Fed starting a rate-hike policy in June 2015, up a month from the previous survey and the second survey in a row that has seen more rapid rate-hike expectations. The average funds rate for both 2015 and 2016 is now somewhat higher, and respondents expect the Fed to finish the tightening cycle in the third quarter of 2017 at 3.2 percent, a quarter earlier than the last survey.
