Subject: April Newsletter

Dear Friends,

SINCE I AM STANDING AGAIN TO HAVE THE HONOUR OF SERVING AS YOUR MEP this will be my last newsletter to you before I am required to enter a period of purdah on May 2nd, when I have to be silent until the 26th July. This may be blissful for some! However, please continue to write to me personally as we are still allowed to correspond with you privately.

Today, as a Party, we are poised on the cusp of history. Only the Conservative Party has promised to deliver "an In or Out " referendum on Europe before 2017. Before we do this, we have to renegotiate our terms of membership, which will take time. Ideally, these renegotiations should repatriate substantial powers to Westminster from Brussels. Ideally, after renegotiation we should only be members of a Common Market, not a Common country called Europe. Not ruled by Europe, but only Trading with it. But that is not enough. European trade is declining as a percentage of total global trade. European growth is minuscule compared to other regions of the world. We also need to trade with the expanding vast markets that are opening up globally on a bilateral basis. In order to give the British people a real choice at the In or Out referendum I have set in motion 9 Research Groups in a NEW INITIATIVE.

!!! IMPORTANT !!!
Please ask your Area Chairman or your local Association Chairman to organise a Hustings in the month of June in your County or near you, so that I and the other candidates selected may be able to present ourselves and you are able to question us. This is very important so that you get the right team to represent you in the European Parliament where British interests MUST be protected. We have the largest region in the country and we must ensure that party members are NOT required to drive hundreds of miles to question their MEP candidates, as has happened before.
Highlights of the past four years

The 373 events I attended in the past 4 years have included visits to Conservative functions, schools, colleges, local businesses, whole-day visits with Councillors and canvassing for Local Council Candidates as well as National Elections.

I have issued several hundred press releases, letters to editors and editorial notes to South East news-papers, keeping regular contact with 300 journalists and giving regional television and local radio stations interviews across the region. I have sponsored over 23 constituency visits and 11 school groups from the South East to the European Parliament in Brussels.

EU Campaigns In Review
Repatriating Powers to Westminster - Today, the EU legislates over 75% of the laws in Britain, from our energy policy to our judiciary. Yet, this loss of self governance was decided without the consultation of the British people. David Cameron has promised us a referendum and we must ensure that he keeps his word. Britain must once again be a self-governing country; one that trades with Europe and is not run by it.
In the European Parliament, meanwhile, we must elect MEPs who don't merely give incensed speeches but who get stuck in and fight tooth and nail in the Committees, where the devil is in the detail of the legislation and so protect British interest.
Supporting Local Government - I know from many of you just how important strong local representation is. Today, over half the policies enacted locally emanate from Brussels. I will safeguard our local communities in Brussels and work to return powers to our Councillors and MPs.
Securing International Trade - We can no longer depend entirely on unstable Eurozone markets. We need, instead, to explore the fresh opportunities for free trade agreements presented by emerging economic superpowers like India and China.
Fighting Fraud and Waste - The European Institutions have repeatedly demanded more money from you, the taxpayer. Yet, at a time of recession your money is being wasted in vanity projects like the monthly Strasbourg Circus (€240 million/year) or lost by the European Commission (€6.7 billion unaccounted for in 2012.) We must stop it and stop it now.
The Commonwealth Commission - If the negotiations over our membership in the EU do not secure a significant repatriation of powers then we must have an alternative. I have set up the Commonwealth Commission to do just this; to explore with Commonwealth Parliaments how we can strengthen our relationships and set up a Free Trade Area.
Cutting Red Tape - Small and Medium Sized businesses, providing 85% of British jobs are being crippled by overburdening EU regulations, costing £6 billion /year. British interests will always be my first priority and I will continue to fight punitive EU proposals like a financial transaction tax.
Immigration - I recognise the value of educated, highly skilled workers who enrich our society and drive our economy. However, we must never return to an era of Labour styled mismanagement in which hundreds of thousands cross our borders each year, straining our local services and lowering unskilled labour rates..
Supporting EU enlargement - EU enlargement must only be done for the free movement of goods and services in a Single Trading Market, not the free movement of people, until their own living standards rise and are comparable to ours.
Cutting EU Wind Turbines - EU mandated wind farms have been imposed upon Britain with no regard to either the countryside or to local house prices. While renewable energy may be the future, the EU's outlandish targets for on-shore-wind-turbines (which will cost each taxpayer an extra £50/year) must be stopped and new emerging opportunities like shale gas explored for environmental sustainability.
