Study: Removing Allouez prison, developing site would add 1,000 jobs, $1M-plus in taxes

Allouez officials hired St. Norbert's Center for Business & Economic Analysis to determine the potential impact on the community if the prison, opened in 1898 as the Wisconsin State Reformatory, was replaced with homes and businesses as retired local planner David Robillard of Allouez proposed in June.
