The VA just published a very large Sources Sought Notice for New Hampshire and Vermont. They are, essentially, looking for everything - ambulatory, wheelchair, stretcher, NEMT, and ALS/BLS work.
Even if you don't provide ALS/BLS work, you still want to submit your information. They know they are not going to find a single provider who can provide all such services. Submit your information based on the work you do provide because the VA frequently fragments when they go to big and/or they can do direct provider offerings if they identify providers that can properly service the need.
