VICTORY! OSHA Injuries and Illnesses Regulation Ruling Announced

Following a controversial and lengthy rulemaking process, OSHA publicly posted its final rule last Friday on “Tracking of Workplace Injuries and Illnesses.” 

Below are key provisions that will allay regulatory concerns for printing and packaging companies with 20 or more employees. Specifically, the new rule:
  • Rescinds the original preamble published in 2016 that limited an employer’s ability to post-incident drug test and created barriers to safety incentive programs. OSHA’s final rule published today makes it clear that there is no ban on post-incident drug testing OR incident-based safety incentive programs. In short, the 2016 language causing heartburn for employers has been overridden by the final rule. 
  • Eliminates the need to submit OSHA Form 300 (Log of Work-Related Injuries and Illnesses) and OSHA Form 301 (Injury and Illness Incident Report) on a yearly basis. Elimination of this requirement helps reduce concerns about employee privacy and data collection (Note: You will still need to keep these forms on site; OSHA may require them on an as-needed basis during inspections or as part of enforcement actions).
  • Also important to note! OSHA will still require submission of Form 300A (Summary of Work-Related Injuries and Illnesses) and, as a reminder, Form 300A data for 2018 is due on March 2, 2019.

PIA, along with allied manufacturing associations, dove headlong into the rule-making process by filing comments that called for implementing the two changes described above. The printing and graphic communications industry is committed to providing safe workplaces, and PIA routinely engages in agency rule making processes on behalf of the industry to ensure a smarter approach to regulations. Today’s posting of OSHA’s final “Tracking of Workplace Injuries and Illnesses” – and the improvements PIA and its allies successfully achieved on your company’s behalf – is an outcome of this mission.

Learn How to Reduce Spoilage and Increase Profits 
with the 2019 Spoilage Report
Is spoilage a problem at your facility? Printing Industry of America released today the findings from its recent investigation into spoilage within the printing industry. Based on survey-collected data, the organization sought a better understanding as to the extent in which spoilage is tracked, calculated, and more importantly, the range and average of spoilage occurring by size and type of company. In addition, PIA examined as to whether low spoilage figures correlate to other company behaviors, such as having standardized processes.
