1-Awareness in a Danger Zone


"I was part of a thirty man search and rescue Team in Haiti. We had been out most of the day and were waiting for a pick-up by the UN Transport Lorry, most squatted down in the shade of a building in the center of Port au Prince, when a guy turns up and says near here about two minutes away there were people trapped, when asked if he had heard them he said no but a neighbor had. So six guys were sent to go look/Recon and I went as Security.

As we turned off the main road and started uphill, I saw straight away a difference in the housing, the 45 degree steep road was more like a stony path which started to crisscross like a labyrinth. One guy asked how we could return without getting lost, I thought about it and asked if anyone had a spray can (we use it to mark buildings that have been searched) a can was produced and I told the guys to spray arrows on the ground.

The road got narrower and narrower and we were surrounded by a very large crowd of people, my inner sense began to sound off, I began to make out kids who were eyeing up our gear and pouches, something I hadn't seen until now. I realized we were now in the slums which were ruled by gang warlords before the earthquake and even though we were here to help, these people didn't seem so friendly.

It had now been twenty minutes! We stopped and I backed the guys to a wall so at least the crowd couldn't get behind us and at least there was then one weak point to break through in the direction of our start point.

By now one of the Doctors was getting panicky he said "I ain´t going any further, let's just get out of here" the others were nervous too, I told them no, we are not going further but we just can't turn around and go you wouldn't get back in one piece. As if on cue the guy who leaded us there spoke up and pointed further into the slums "just two minutes away."

I talked to the guy and told him we couldn't go any further without equipment, he did not look impressed so I told him that he said two minutes and that it was a lot longer then he said and that we need special equipment to search the building. I asked for the address of the building and wrote it down, also I sprayed it on a wall and told him because of the arrows and address we'd marked, it would easily be found, he seemed appeased and he asked us if we had a lot of equipment "oh yes I replied," and we made our way back down to the start point without a problem.

We did not go back but we reported the location and situation to the UN, and on the next day at the UN Briefing if any one goes into the slums only with armed escort.

Now it may be that these were just poor people in the slums and had no sense of time and distance, however, the way the kids were checking us out (something I had not seen anywhere else in Haiti) the body language of the people and also my gut feeling which, although I was the first to feel, was confirmed by the others, later made me as security officer decide against continuing.

First Priority is: you come first, then the people you rescue, however hard it sounds. It also seems that my gut feeling was right as we heard later that there was some other troubles in the slums."

  2-Awareness On the Internet

"So many of these warnings about viruses and malicious code turn out to be bogus, but I think this one is worth heeding. It was sent to me by a friend whose son is in IT at the National Transportation Safety Board. He received it from the Chief Information Security Office.
"

Microsoft released a security advisory today warning users to ignore Web sites that nag you to press the F1 key.  This key is sometimes referred to as the Help key.  Doing so allows malicious code to execute using the permissions of the current user.  Microsoft is developing a patch to fix this vulnerability and expects to release it within the next few days.  This vulnerability affects all users of Windows XP and Internet Explorer.

What Does This Mean To You?

Do not press the F1 key if prompted by a web site

Doing so will cause your computer to become compromised and could require a reformat and software reinstall to remove the malicious code.  The OCIO will be watching closely for the availability of a patch and will advise if any additional measures should be taken prior to its deployment.

   3-Awareness of Census Scams

Genuine Census Bureau employees carrying out the first phase of the 2010 U.S. Census will not ask you for Social Security, bank account or credit card numbers nor will they solicit donations, warns the Better Business Bureau. For years, Better Business Bureau has educated consumers about not giving out personal information over the telephone or to anyone who shows up at their front door. With the U.S. Census process beginning, BBB advises people to be cooperative, but cautious, so as not to become a victim of fraud or identity theft. 
  

The Census data will be used to allocate more than $300 billion in federal funds every year, as well as determine a State’s number of Congressional representatives. Households are actually required by law to respond to the Census Bureau’s request for information.

“During the U.S. Census, households will be contacted by mail, telephone or visited by a U.S. Census worker who will inquire about the number of people living in the house. Unfortunately, people may also be contacted by scammers who are impersonating Census workers in order to gain access to sensitive financial information such as Social Security, bank account or credit card numbers.” said Claire Rosenzweig, President and CEO. “Scammers know that the public is more willing to share personal data when taking part in the Census and they have an opportunity to ply their trade by posing as a government employee and soliciting sensitive financial information.” 
 
Law enforcement in several states have issued warnings that scammers are already posing as Census Bureau employees and knocking on doors asking for donations and Social Security numbers.

 
The big question is - how do you tell the difference between a U.S. Census worker and a con artist? BBB offers the following advice:

  • If a U.S. Census worker knocks on your door, they will have a badge, a handheld device, a Census Bureau canvas bag and a confidentiality notice. Ask to see their identification and their badge before answering their questions. However, you should never invite anyone you don’t know into your home.
  • Census workers are currently only knocking on doors to verify address information. Do not give your Social Security number, credit card or banking information to anyone, even if they claim they need it for the U.S. Census. While the Census Bureau might  ask for basic financial information, such as a salary range, it will not ask for Social Security, bank account or credit card numbers nor will employees solicit donations.
  • Eventually, Census workers may contact you by telephone, mail or in person at home. However, they will not contact you by e-mail, so be on the look out for e-mail scams impersonating the Census. Never click on a link or open any attachments in an e-mail that are supposedly from the U.S. Census Bureau.
