Large-scale poachers (particularly in search of ivory to meet huge demand on the illicit market) have struck again early in 2018 in the Binder Léré Wildlife Reserve (RFBL) located in West Mayo-Kebbi ( Léré and binder Divisions) leaving behind heavy casualties. For the time being, the death toll stands at 19 elephants whose carcasses were identified from 18 and 30 January 2018.


Six troops of the Rapid Intervention Battalion (BIR) and two villagers who were their guides were killed on Thursday night at the Bouba Ndjidda National Park according to sources at the 3rd Joint Military Region of the North.

The Minister of the Environment and Sustainable Development of the DRC, Amy Ambatobe, and his counterpart in the Republic of Congo, Arlette Sudan Nonault met in Kinshasa on Saturday and discussed the need to make a coordinated effort to protect and enhance the peatlands which researchers recently discovered in the DRC and in the Republic of Congo.





The extensive report, entitled The Human Cost of Conservation in Republic of Congo: Conkouati-Douli and Nouabalé-Ndoki National Parks and their Impact on the Rights and Livelihoods of Forest Communities, finds that communities living in and around the two parks are subjected to heavy-handed policing by eco-guards, often resulting in serious harm and even death.

 

In a public letter signed by 30 researchers and addressed to the Norwegian Ministry of the Climate and the Environment, Prof. Simon Lewis (University of Leeds) and his colleagues condemned the potentially negative impact of logging in the swamps of the Congolese cuvette, which is partly covered by peatlands. The letter called on Norway to deny funding for the Sustainable Management of DRC Forests Programme (DRC) submitted in 2017 by the French Development Agency (AFD).
 

Big cats are among the most widely recognized and admired animals across the globe. However, today these charismatic predators are facing many and varied threats, which are mostly caused by human activities. Overall, their populations are declining at a disturbing rate due to loss of habitat and prey, conflicts with people, poaching and illegal trade.

In this context, the Aichi Biodiversity Targets 2020 were agreed upon by the CBD in Nagoya, Japan in 2010 and this was followed by asking a high-level panel to make an assessment of the financial resources needed to achieve these targets globally. First, we review the literature on the costs and benefits of meeting the Aichi Targets.
Oecd: Making Blended Finance Work for the Sustainable Development Goals

This report presents a comprehensive assessment of the state and priorities for blended finance as it is being used to support sustainable development in developing countries.  It describes concepts and definitions, presents an overview of actors and instruments, and discusses lessons learned from blending approaches, tracking and data, and monitoring and evaluation. Its findings and recommendations are useful for policy makers and practitioners.
Nature : The role of supply-chain initiatives in reducing deforestation

A major reduction in global deforestation is needed to mitigate climate change and biodiversity loss. Recent private sector commitments aim to eliminate deforestation from a company’s operations or supply chain, but they fall short on several fronts. Company pledges vary in the degree to which they include time-bound interventions with clear definitions and criteria to achieve verifiable outcomes.
 
IUCN: PPI : 14 new biodiversity conservation projects in Africa

The Selection Committee of the Small-Scale Initiatives Program (PPI) met at the headquarters of the French Committee of the IUCN to review applications for the "small grants" call for projects launched in March 2017. Within the last 100 years, Europe has experienced two World Wars, the end of communism, the emergence of the European Union and a series of other transformative political and economic developments. A team of scientists has now been able to visualize the impact of historical events in maps that show the growth and decline of settlements, forests and croplands.


This report provides a comprehensive analysis of the benefits and costs of restoring forests and landscapes in countries around the world, demonstrating how smart policies and innovative financing can help governments meet their restoration targets. The authors find that finance, both public and private, for restoration is inadequate for seven reasons, and offers solutions to these financial barriers.



Please read the latest edition of Nouabalé-Ndoki National Park's monthly newsletter for 2017. It was a very productive year for the Park Management Unit with lots of great successes, which we are extremely proud of, and a few small disappointments which provided lessons for our team.
 



Another key point to note is that the agreement is now legally binding: each party is required to prepare, communicate and comply with nationally determined contributions (NDCs) and undertake domestic preparations towards achieving the set objectives.

The Minister marked the agreement of the President of Gabonese Republic, Ali Bongo Ondimba to organize Gabon WoodShow from June 20 to 22, 2018 in Libreville, Gabon.
 
This month, the park experienced a dramatic surge in poaching! Two major poaching events were detected. Ten poached elephants carcasses discovered in the park and its periphery, a number that is stupefying to us all.

 They remain a controversial forest resource management instrument, although certification has been instrumental for improving management practices, in spite of contexts of poor governance. Relevance of traditional forest concessions is lowering in some places but innovations from both private and public actors create new opportunities of co-management of several “layers” of economic activity by different stakeholders sharing a common area.

This international and inter-disciplinary scientific conference aims to advance cutting edge knowledge on the emergence and evolution of African forest-related policy and politics. The conference will take place in Yaoundé, Cameroon from 24 to 27 September 2018, with the support of the Commission of Central African Forests (COMIFAC).


By the end of the course, participants will have a firm grasp of the main public policy instruments used globally to manage the environment, natural resources and biodiversity, as well as tools used for climate change adaptation. They will be able to design public environmental policies using a combination of various economic and legal instruments. 5-day training at CIRAD (Montpellier) starting 15th October 2018.
