If the COVID-19 pandemic has taught us one thing, it is that geographical barriers can easily be transcended. Seychelles officially confirmed the presence of the infectious disease on its territories on the 14th March 2020 and it registered its 11th case on the 6th April 2020. It is believed that the latest affected person, who works at the airport, contracted the virus from a traveler.

In a bid to contain the spread of the virus, the Government of Seychelles has instituted a lockdown of 21 days on the country starting as from 8th April 2020 until 26th April 2020 (the “Lockdown Period”). During that period only employees working in important Ministries, local government bodies and Essential Services will be required to travel to work. 

The list of the Essential Services as published by the Department of Health of Seychelles does not include Financial Services.

Seychelles authorities – Office Closure
Financial Services Authorities Seychelles (FSA)
The FSA will be temporarily closed as from 8th April 2020 until further notice but they have advised of the following:
As of Thursday 9th April only name reservation and incorporation are being processed.
As of Tuesday 15th April the following processes will be in place for the following services for International Business Companies:
   • Name Reservation
   • Incorporation
   • Stamping of Memorandum and Articles of Association
   • Certificate of Incorporation
   • Certificate of Good Standing
   • Certificate of Official Search

 Seychelles Revenue Commission (SRC)
The Customs Operations Division will remain partially opened for the duration of the Lockdown. 
 
The Tax Division on the other hand will hand will operate as follows:
- Mahe Offices: All offices closed during the Lockdown Period
- Praslin Branch: Will open from 8.15 am to noon with payment transactions on the following days:
  • Thursday 9th April 2020
  • Thursday 14th April – Wednesday 15th April 2020
  • Monday 20th April – Tuesday 21st April 2020
  • Monday 27th April – Tuesday 28th April 2020
- Grand Anse Praslin: Will open from 8.15 am to noon with payment transactions on Tuesday 21st April 2020
- La Digue: Office closed as from 9th April 2020
  It is also noted that the payment deadline for BAS, VAT, Payrolls and Returns has been       extended to 30th April.

The impact of the Lockdown Period on ITL Seychelles
