BIRD Energy Grants

Call for Proposals

Up to $1.5M is available for joint Colorado–Israel R&D projects!

The 2026 BIRD Energy Call for Proposals is open, and the window is closer than you think.

Consider applying if you are working in the following fields:

• Grid modernization and energy resilience
• AI-enabled energy solutions and grid optimization
• Energy storage and advanced manufacturing
• Cybersecurity for energy infrastructure
• Critical minerals and materials supply chains
• The water-energy nexus

The requirement is straightforward: one U.S. company and one Israeli company working together on a project with real commercial potential. Finding the right Israeli partner is often the hardest part. That is what CO-IL is here for.

Executive Summary Due: July 8, 2026
Final Proposal Due: October 6, 2026

Finding the Right

Israeli Tech Partner

Direct Introductions to Relevant Companies and Institutions

One of the most common things we hear from Colorado companies: "We know Israeli tech is out there. We just don't know how to find the right fit."

Israel is home to over 7,000 active startups and one of the highest densities of R&D investment in the world. The technology exists but the hard part is knowing where to look, who to talk to, and how to evaluate what you are seeing from 6,000 miles away.

CO-IL does that work on the ground in Israel so Colorado companies don't have to figure it out alone.

How it works:

1) A Colorado company comes to us with a specific challenge or technology gap.
2) We go into the Israeli ecosystem, identify companies and research institutions most relevant to that challenge, and vet them.
3) The initial list then goes into our structured introduction process.
4) After real, warm connections to the right people, we lay the groundwork for long term projects and partnerships.

We have done scouting this across water-tech, energy, aerospace, health tech, and Ag-tech.

Respond directly to this email if this is something that interests you.

US-Israel Defense-Tech

Summit Delegation

Engage With Operationally-Tested Israeli Defense Technologies!

Israel's defense sector has spent the past several years not in a lab but in active deployment. The technologies that emerged from Gaza, Lebanon, Syria, and Iran are battle-tested, field-validated, and available for partnership with U.S. defense industry leaders.

The U.S.–Israel Defense-Tech Summit, March 1–4, 2027, organized by CET Sandbox, brings the largest-ever delegation of U.S. Defense Industrial Base leaders to Israel for direct engagement with this ecosystem. As sponsors of the event, CO-IL looks forward to bringing a Colorado delegation.

For Colorado companies interested in attending, sponsoring, or learning more, contact us. We are connecting Colorado's defense-industrial community to this opportunity.

Help Build the COIL Economic Partnership Institute 501(c)(3)

Our Founding Circle is Open!

We have spent two years building the Colorado–Israel bilateral relationship from the ground up.

Five delegations.
Over a dozen business partnerships facilitated.
Two BIRD grants supported.
All of it built while the conflict continued.

Now we are building the institution that makes this work permanent.

The Colorado–Israel Economic Partnership Institute is our newly established 501(c)(3) nonprofit charitable organization, dedicated to funding research, education, delegation programming, and the long-term institutional partnerships that turn ecosystem alignment into real economic value.

Join the CO-IL Institute's Founding Circle with a tax-deductible gift* of $3,600 and have your legacy tied to the Colorado-Israel corridor through dedicated delegations, research reports, educational programs and more!

To learn more or discuss a gift, contact Jordan Kastrinsky or Jeremiah Baronberg directly at info@coloradoisrael.org.

*The CO-IL Institute’s federal tax-exempt status under section 501(c)(3) is pending with the IRS. Once approved, contributions will be recognized as tax-deductible retroactively.

U.S.–Israel Tech Alliance

A Strategic Technology Compact

The Special Competitive Studies Project and MIND Israel have partnered to release a new report outlining a definitive path forward: "U.S.–Israel Tech Alliance: A Strategic Technology Compact."

From the report:

"At a moment when technological leadership is reshaping economic power, national security, and geopolitical influence, the United States and Israel have an opportunity to define a new model for allied innovation. This report...outlines a Strategic Technology Compact to deepen civilian technology cooperation across six critical domains: artificial intelligence, semiconductors, advanced energy, quantum, bioconvergence, and critical materials. Grounded in the complementary strengths of American scale and Israeli operational innovation, the Compact offers a practical roadmap for moving beyond ad hoc collaboration toward a durable, well-financed alliance—one capable of accelerating trusted technologies, strengthening supply chains, and ensuring democratic partners help shape the future technology order."
