How the emergency Budget may affect relocation Following Chancellor of the Exchequer George Osborne’s emergency Budget, Re:locate asked some experts what impact they think the measures announced may have on relocation.
No change to top rate of tax (50%)
Ben Wilkins, director, International Mobility Practice, at PricewaterhouseCoopers (PwC), says, “The UK remains more highly taxed than the other G20 countries, apart from Italy. It’s essential that companies moving employees here plan ahead to ensure they take full advantage of the reliefs available to foreign nationals.”
Taxation of Non Doms to be reviewed
Says PwC’s Ben Wilkins, “The government faces a tricky balancing act, in which it must raise revenue while still maintaining competitiveness. Many competitor countries have far more attractive regimes for Non Doms than the UK currently has. We await with interest the outcome of the review.”
VAT increased to 20% According to Stephen Menko, UK director of HR recruiter Ortus, “Previous studies conducted in other European states suggest we can expect over 200,000 job losses from the VAT increase. The Chancellor may well feel that a price worth paying – but it certainly won’t be without its costs. The only way to reduce job losses significantly would have been to decrease other taxes, which is an option the Chancellor didn’t have.

Emergency budget heralds ‘period of slow growth, falling living standards, and prolonged high unemployment’
Dr John Philpott, chief economic adviser at the Chartered Institute of Personnel and Development (CIPD), gives the HR viewpoint on Tuesday’s emergency Budget: “The Chancellor has introduced what must surely rank as the most astonishing UK budget statement in modern times. Mr Osborne’s combination of £32bn additional spending cuts by 2014–15 and an £8 billion net tax hike amounts to an unprecedented fiscal squeeze, including an extremely severe clampdown on the welfare bill. Yet both he and the independent Office for Budget Responsibility (OBR) reckon there is a greater-than-evens chance that the government will meet what the Chancellor calls its ‘fiscal mandate’ with barely any serious short-term impact on economic growth and employment. “Although the OBR has downgraded its pre-Budget economic growth forecasts in the light of Mr Osborne’s austerity measures, and become a bit more pessimistic about jobs, the suggested outlook for the economy is, nonetheless, remarkably rosy, with investment and net exports more than making up for weak household spending and a big drop in public spending. The Chancellor could hardly have asked for more had he and his Treasury team stuck with tradition and come up with the forecast themselves.

Talent management climbing corporate agenda, EY report finds
Last month, Ernst & Young published its report Managing Today’s Global Workforce: Evaluating Talent Management to Improve Business. Based on the premise that talent management is a complete process and a key business competency which links mission, vision and strategy with the way it recruits, manages, develops and retains its people, the survey aimed, broadly, to explore the shape of the respondents’ talent management (TM) programmes (as well as its readers’). Do they, for instance, stand alone, or do they fit within the broader structure of the company’s business goals and, ultimately, its financial performance? And how do they work at the human level? For instance, are companies managing to retain their international assignees?
The survey received responses from over 340 companies within the Global Fortune 1000, mainly from senior executives or vice presidents in HR, Finance and Risk Management. All forward-looking companies know that it is their people, with their knowledge, skills and capabilities, who differentiate a company from its nearest rival. The survey covered a number of areas for consideration when examining talent management, and the solutions for each need to be factored in to company policy in a tailored and joined-up fashion.

ERC Frankfurt summit explores changing face of workplace The latest ERC Global Workforce summit, which took place in Frankfurt on 10 and 11 June, focused on Europe, the Middle East and Africa, and had as its keynote presentation The New World of Work: Perspectives on the next ten years.
