Dear Friend of America's Survival:

In a release headlined, "Let's Not Repeat Libya," Congressman Scott Rigell of Virginia urged Obama to "call us back into emergency session before authorizing the use of any military force" in Syria. Rigell, a member of the House Armed Services Committee, said "Congress is not a potted plant in this process."

The release goes on: "In 2011, Rigell called the President's use of force in Libya 'unconstitutional,' stating that the military action violated the War Powers Resolution of 1973 since Congress was not consulted. Rigell simultaneously introduced an amendment to the Department of Defense FY'12 Appropriations bill to defund U.S. military operations in Libya, but the amendment failed in the House."

I agree. As I wrote two years ago, Obama's War in Libya was iIlegal and unconstitutional.

But Fox News analyst Karl Rove and others are urging Obama to bypass Congress and attack Syria. They have sent a letter to this effect.

I don't know who is responsible for the alleged use of chemical weapons in Syria. All I know is that Obama has to follow the law and the constitution if he wants to get us involved in another war.

A spokesman for House Speaker John Boehner said: "The Speaker made clear that before any action is taken there must be meaningful consultation with members of Congress, as well as clearly defined objectives and a broader strategy to achieve stability."

That's not good enough.

Rep. Rigell is correct: if Obama wants another war, he should get a declaration or resolution from Congress. That's what the constitution says.

Bush went to war in Iraq with a resolution passed by Congress. Agree or disagree with that war, at least he went to Congress. Obama has to do the same. I believe any such measure would be voted down by Congress.

My view is that nothing will be solved by getting involved in another Muslim vs. Muslim war. Haven't we learned our lesson?
